(location, location, location)
When a request is made from one computer to another on different private networks, there are many other things that the responding computer can find out from the information that is sent and gathered along the way. The piece of information that is relevant in this topic, is the location of the first public IP address that the request gathered when it was sent, as usually, this IP address identifies the location on the globe of the private network containing the computer that originated the request, or is it ?

(internet assigned numbers authority regional internet registries)
In cooperation with five Regional Internet Registries (RIRs), the Internet Assigned Numbers Authority (IANA), manages the global allocation of IP addresses, allocating IP address blocks to Local Internet Registries (Internet service providers) and others. IANA allocates IP addresses (to RIRs) in large blocks. The RIRs sub-allocate smaller blocks within their 5 different regions. So, your IP address or, the first public IP address after your private network IP address, determines where in the world your private network is located.

A virtual private network is a private network - virtually! A private network, but instead of being situated at the edge of the circle, the private network spans the public network or, networks with public IP addresses. A computer receiving a request from a computer on a virtual private network receives the same information, but this time, before the network goes private, the location of the final public IP address is different. Instead of going round the mountain, you enter a tunnel at one side, travel through and emerge in a different place. The return journey is through the same tunnel, but this time however, the final public IP address obtained before the network goes private, is located at the emergence of the tunnel and not the entrance. Therefore, because a virtual private network can span public networks or, networks with public IP addresses, you can appear to be in one place when in fact, you are in another!
